Change to Do Not Allow Release if Active Hold Exists

The Do Not Allow Release if Active Hold Exists functionality exists however we have two scenarios that it causing issues for us:

    1. Transfers between agencies - Is there a way to have this functionality exclude transfers?

    2. Temp Releases - When we take an inmate to the hospital or court, we temp release them and leave the hold open because they will be coming back. Would there be a way to have the choice to exclude these? We don't check them out because the TEMP triggers the vinewatch notficaitions.
